Building a Benchmark Control Tower Operation

How a Distributed Supply Chain Turned Into a Benchmark Control Tower Operation

How a Distributed Supply Chain turned into a Benchmark Control Tower Operation

When PASAR’s supply chain operations launched, they were like most growing industrial projects: shipments distributed across multiple stakeholders, communication through email chains and spreadsheets, tracking done manually by whoever was closest to the action. The visibility was patchy. Coordination was in reaction. Each delay was a stab at what would follow.

Proyectos de Access World saw the inefficiency and the risk. In 2019, we suggested something different: a dedicated ‘Control Tower’, a single point of coordination for every shipment and logistics activity moving through PASAR’s supply chain.

Year One: Laying the Foundation (2019)

We began with the fundamentals. We built the Control Tower concept, standardised the communication between suppliers, carriers and PASAR’s procurement teams and put real systems behind shipment visibility. The goal was clear: replace manual tracking with structured coordination across a truly global network.

We had a centralised logistics management model in place by the end of 2019. It sure did.

Finding the Rhythm (2020-2021)

In its first full year of operation there were 156 international shipments to Asia, Europe and North America. We developed the logistics network, established repeatable communication workflows, and enhanced milestone reporting. “When COVID put a wrench in the global supply chains, PASAR’s operations were still reliable – the systems were there.”

Shipments increased to 187 in 2021. More importantly we’d had complete Standard Operating Procedures. Better documentation. Customs coordination was strengthened. “We went from just doing shipments to really managing them through the Control Tower.”

Scaling Up (2022–2023)

The test came next: PASAR’s 2022 Plant Turnaround. Suddenly we had 331 shipments going on at one time, urgent air freight, ocean freight and project cargo, all at one time, all on critical timelines. All of it was handled by the Control Tower. The turnaround was successful.

By 2023, that had become normalised for us. We completed 357 shipments, grew our supplier base to several origins and improved our forecasting and planning. The Control Tower is not an emergency tool anymore. That was normal.

Maturity and Benchmarked Status (2024)

This year we have handled our highest volume, shipments 461-467. We coordinate suppliers from over 20 countries. One seamless system for all air freight, LCL and FCL. We supported a successful second Plant Turnaround. Best visibility of shipment and reporting to customer.

Control Tower of PASAR is now one of the benchmark operations of Proyectos de Access World globally.

What Five Years of Really Building Did

On this journey we have handled 1500+ international shipments. We took something that began as a coordination gap and converted it into a scalable, repeatable logistics model.

But the numbers don’t tell the full story: PASAR now has a single point of coordination for their global supply chain. Everyone from the supplier to the site knows what is moving and when. The gaps in communication have closed. On-time delivery you can count on. Real visibility means faster decision-making.

That is the power of a focused Control Tower. Confidence, not just organisation. Not just tracking, but real control.

And it’s built to scale As PASAR grows, so does the model.
